Hi there, thanks for your question. Are you referencing the Business Consultant role? Assuming yes, the easiest way to explain it is like this:

-When analyzing the job description for the next level up (i.e. Senior Consultant), are you already doing all the minimum requirements already?

If you are, you are most likely ready for a promotion because you have achieved success in the prior. Now, there are other things to consider, such as overall client satisfaction and meeting your billable targets. But at a minimum, your success can be easily identified by achievement of the details of your job description, which is there to say what you should be doing as a consultant.
